Help make GSSEM's future even brighter.

Represent your service unit and vote on decisions that influence our council.

Council delegates and alternates are elected by their service units to represent them and vote on their behalf. They also serve as the primary communication channel between council members and GSSEM's Board of Directors.

GSSEM has 31 service units, each authorized to elect two council delegates and two alternates. Once elected, delegate names and contact information must be given to the council.

Term Length

Adult delegates: Two years
Girl delegates: One year

Delegate & Alternate Requirements

To be eligible, candidates must be:

At least 14 years old
Currently registered members
Be in good council standing with no outstanding debt

Delegates Must Attend

The Annual Meeting in March
The training/input meeting in January
Any other special meetings that require a membership vote.

All delegates must report meeting results to their respective service units.

About the Annual Meeting

Per GSSEM bylaws, the Annual Meeting occurs by April 30 every year. Our corporate membership attends the meeting, which includes board members, board development committee members, and council delegates elected by service units.

At the Annual Meeting, members:

Elect officers, directors at large, members of the Board Development Committee, and—every three years—the delegates and alternates to attend the national convention.
Consider any proposed amendments to the bylaws.
Provide input on key issues affecting the council and the Movement.
Consider any other business appropriate to come before the corporation per the process established by the board of directors.

National Delegates

The 2026 Girl Scout Convention, hosted by Girl Scouts Nation's Capital, is July 20–25, Monday–Saturday, in Washington, DC.
